Policy Proposal: Planning and Design Assignment Instructions
Overview
For this assignment, you will create a public policy proposal that addresses a current criminal justice problem. Your public policy proposal will be completed utilizing a seven-part/seven-week drafting method beginning with the identification of a specific criminal justice problem and concluding with your proposed public policy solution. You will choose a specific criminal justice topic (Ideally, a topic that you are passionate about.) and you will then closely examine that problem and then apply planned change through public policy planning, implementation, and outcomes assessment.
Instructions
- You will write two to four-page sub-part drafts for each public policy section.
- Excluded from this length (title page, abstract, reference section, etc.)
- Your final cumulative policy proposal will be fourteen to twenty-eight pages.
- Your assignment will include references to the course textbooks and will also incorporate a biblical worldview.
- Each subsection will include citations to a minimum of two sources in addition to citation to relevant Scripture.
- Apply APA, seventh edition.
- Acceptable additional sources include: scholarly articles published within the last ten years.
Answer these questions for this assignment:
- Choosing an intervention approach involves integrating the information assembled in previous stages to decide how a policy or program can best achieve the goals that have been specified. How can the information collected at previous stages be used to decide what the substance of an intervention will be? How will specific goals be achieved?
- Major activities for program design include the following:
- Identifying the target population: Who is the intervention aimed at?
- Defining participant selection and intake procedures: How are program participants recruited and selected for the intervention?
- Defining program components: The precise nature, amount, and sequence of activities provided must be specified. Who does what to whom, in what order, and in what amounts?
- Writing job descriptions of staff and defining the skills and training required to deliver services well.
- Major activities for policy design include the following:
- Identifying the target population of the policy. Which persons or groups are to be affected by the policy?
- Identifying the responsible authority. Who will carry out the policy, and what will their responsibilities be?
- Defining the provisions and procedures of the policy. Provisions specify the sanctions or services that will be delivered and the conditions that must be met for the policy to be carried out. Individuals responsible for implementing a specific set of rules must also clearly understand the specific sequences of actions to be taken (procedures) to ensure that the policy is carried out consistently.

Intervention
The case requires an approach based on the criminal justice system and shall continue to remain non-reported to the police is that of cases of being raped or sexually molested. As very few cases are presented to the courts and receive justice while on the other hand cases like rape, molestation or workplace place sexual harassment remain hidden. Therefore, the sexual offense is one of the heinous crimes as noted in the books of scriptures, which indicates it to be the prime factor, that increases the amount of sins men one conduct rape, or sexual offense.
Very often can be noticed that incest is kept hidden because this sort of sexual assault is often conducted by the people present within the family. Apart from this, I will take the help of RAINN, which is a non-profit organization that takes care of this and understand the emergency of this state. This organization takes up the initiative to mitigate the problem and change the criminal justice system for the victims associated with sexual assault. Therefore, they have been developing to take the initiatives that can help the legal system based on the criminal justice system to get converted. Apart from this, RAINN has a hotline number, where they listen to the victims and try to give a quick solution where the police are taking up the responsibility to look for the criminals so that the victims can get justice (Welsh & Harris, 2016). Hence, in my opinion, I would state that the system has taken a wide turn, over some time. They have been standing against the victims who are suffering from incest that has been taking place for a long time with the victims. Thus, they being one of the largest anti-sexual violence organizations has reported that every 68 seconds an American might be sexually assaulted by sexual offenders. Thus, statistics measure that as it is developed to bring a good place for the general public of America, they provide a hotline number for them to learn about their sexual offense.
Major activities for program design
Identifying the target population: The targeted population is women, girls, and children under the age of United States so that they get the safety and proper practice to say “no”, to any sexual offense. Therefore, the victims get special support from the experts of RAINN. Thus, the action taken place by the victims are kept confidential and they approach to get justice. RAINN develops a victim center so that they can overcome their trauma with the help of developing programs as well as services to support the victims to survive the note of sexual violence. Hence, they ensure that being one of the leading non-profit organizations, they have been developing different programs that can help the survivors to reduce their mental state and can help them to recover in all the different stages (Johnson, 2011).
The participants recruited and selected for the intervention
As it is reported that to date, sexual offenses, like workplace place sexual harassments or incest at home are often unreported to the police, RAINN has taken up the initiative to bring justice to the criminal offense system, so that the criminals or the sexual offender gets punishment for their actions. The participants and the selected interventions are as follows:
Victim Services: RAINN acts as a dynamic organization who are expert at giving survival to the victims while providing them education to live life like before. The team mainly puts an effort to give the best class service to the survivors and inform the victims about educating the nation about sexual violence. As this mainly deprived the notion stating that this required the public policy to be improved the public policy and the criminal justice system, to respond to sexual violence. They even state that they have been providing innovative techniques so that their partners can get help in association with government agencies (RAINN.org 2022).
Public Education: RAINN is recognized to be one of the on-the-go sources of media based on experts to research sexual violence. Hence, they have taken up the initiatives so that they can show the reality of crime in the entertainment field, for all the people to look into the matter. Thus, they have been maintaining active social media so that they can react to the current occurrence within society, through their National Sexual Assault Hotline. However, training is given to the students so that they can establish the idea that how terrible sexual offense is, and the criminals are to be punished with a life sentence or even the death penalty. On the other hand, RAINN has been addressing educating everyone within the society so that they can learn to prevent sexual violence, or even if heard anything related to it, shall come up with a complaint to the police (Johnson, 2011).
Defining program components
The various programs are as follows:
School-Based Programs: Narrating virtual classrooms, with videos of the offenses in schools, can be conducted, so that they can learn about the attack. Apart from that the schools are required to give a learning session to the children so that they can learn about good touch and bad touch at an early age. Thus, this would help the parents to learn who in the family, is involved in the incest. Apart from this, sexual assault and teaching about incest shall be given to children at school, and college-goers shall learn about the horrific sight of a sexual offense.
Deterrence: The deterrence theory is based on learning about the criminal justice field and the violent behavior associated with this. Therefore, deterrence helps to build arrest the criminals conducting any sexual violence, because of the increasing rate of sexual violence taking place. Thus, deterrence helps to improve law enforcement, while creating protection for the victims and the non-victim citizens of the United States considered so that they can take up preventive intervention measures (RAINN.org, 2022).
Social Media: with the invention of the internet and the involvement of social media RAINN and other non-profit organizations are taking up steps so that they can rescue the victims while punishing the culprits. Apart from this, social media a medium public media campaign acts as a platform to give justice to the victims. Hence, with the assistance of the advertising council’s public education campaign and newspaper articles can reflect on the threat the non-victims can get from their intimate partners or any of their siblings at home. Another important platform can be considered to be Facebook and YouTube which spreads the news like fire to bring justice to the victim (Johnson, 2011).
The skills required to train the services:
Proper Communication: Communicating with the victims can be recognized as one of the crucial parts of the training that can be delivered by the service providers. Thus, the experts have to talk to the people politely, without any pressure so that they can learn about giving a chance to their life again. Communication can act as therapy so that they can rescue themselves from their suicidal set of minds while living a new life. This happens because, very often children under age, get involved in early pregnancies, so they try to commit suicide or undergo depression. Communication helps them to overcome this situation.
Medical treatment: Previously, medical practitioners neglected to give proper treatment to the victims of sexual assault, thus, RAINN would help them to get proper medical facilities with innovation and implementation of proper medicines, so that they can return to life again. In the case of early pregnancy, the child needs to be given proper care under prenatal and nursery treatment is also given to the mother and her child (RAINN.org, 2022).

Identifying the target population of the policy
As per the image above from RAINN, which states more than 17 million Americans are raped as the statistics said since the year 1998. Compared to this, 2.78 million Americans are male figures as reported in 1998. Thus, their only policy is to look after the victims and help them with their emergency 24/7 hotline number, so that people can reach them easily without any hesitation other than the police, who act differently to file rape cases. Thus, RAINN with its policy has implemented a different legal system within the criminal justice order that can bring justice to the victims and help the non-victims to get rescued from being raped or sexually assaulted. Bible states Samuel 13:19-20: “Tamar put ashes on her head and tore her long-sleeved garment which was on her; and she put her hand on her head and went away, crying aloud as she went. Then Absalom her brother said to her, “Has Amnon your brother been with you? But now keep silent, my sister, he is your brother; do not take this matter to heart.” So Tamar remained and was desolate in her brother Absalom’s house” (Knowing-Jesus.Com, 1995).
Identifying the responsible authority
The responsible authority is RAINN which can take up the requirements and build up the responsibilities to tackle the victims and help them to get justice. As a result, this would help the people within the community, to be at risk of being sexual assault. RAINN is available 24/7 with their hotline number, to assist the victims who are at risk of sexual assault.
Provisions and procedures of the policy
The provisions and procedures to control rape, incest, or sexual offense are mainly based on the avoidance that entails discriminating against women within the society, therefore, RAINN develops its skills to minimize the risk of a sexual offense. Hence, now the police are required to be alert and have to make campaigns to get a hold of the situation so that they can monitor the happenings. I would like to conclude on the fact narrating that women are still discriminated against in society because of their racial discrimination or because of their gender. The girls are often affected by these problems taking place with human trafficking at the same time. Not only girls but also prostitutes are murdered and raped brutally. Thus, proper education should be given to the people in society to reduce the risk of sexual offenses. Thus, the provisions and the procedure like learning about the horrific penalty, without any negotiation shall help the society to overcome this risk. Therefore, as stated by the Department of Defense ensures to bring justice to the victims, so that the victims can get back their previous life. Bible narrates that rape or sexual offense is one of the most criminal things one can ever think of. Deuteronomy 22:25-29: “But if in the field the man finds the girl who is engaged, and the man forces her and lies with her, then only the man who lies with her shall die. But you shall do nothing to the girl; there is no sin in the girl worthy of death, for just as a man rises against his neighbor and murders him, so is this case. When he found her in the field, the engaged girl cried out, but there was no one to save her.
“If a man finds a girl who is a virgin, who is not engaged, and seizes her and lies with her and they are discovered, then the man who lay with her shall give to the girl’s father fifty shekels of silver, and she shall become his wife because he has violated her; he cannot divorce her all his days” (Knowing-Jesus.Com, 1995).
